Adoption of New District Map

The City Council completed its redistricting process by adopting a new district map.

The Fullerton City Council completed its redistricting process by adopting Ordinance No. 3312. The adopted ordinance establishes Map 114 as the new City Council district boundary map and establishes the new City Council election sequencing. Beginning with the November 2022 elections, the City Council Member seats for Districts 3 and 5 will be up for election to serve four-year terms. In 2024 the remaining City Council Member seats for Districts (1, 2, and 4) will be up for election to serve four-year terms. The City began the redistricting process in September 2021 and hired National Demographics Corporation (NDC) to serve as the demographers and Tripepi Smith as the community outreach consultants. The City began the process by assembling a seven-person Redistricting Advisory Commission to represent the Fullerton community and help facilitate the current redistricting process. In addition to assembling the Redistricting Advisory Commission, the City created a dedicated redistricting section on the Fullerton city website. The redistricting web pages provided background information on the process, a schedule of upcoming meetings, mapping tools, draft maps submitted throughout the process, and answers to frequently asked questions.

The Redistricting Advisory Commission held the first Public Hearing on December 15, 2021, before draft maps were drawn to introduce and discuss the process to gather public input and insights on the redistricting process. During the Redistricting Advisory Commission’s second Public Hearing on February 23, 2022, the commission reviewed draft maps and selected three recommended draft maps (Map 111, Map 112, and Map 114) to pass on to the City Council for review and consideration based on communities of interest and community feedback.

At the third Public Hearing on March 8, 2022, the City Council viewed all draft maps, including the Redistricting Advisory Commission’s recommended maps. At the fourth Public Hearing, the City Council voted to introduce the first reading of the ordinance to select Map 114, which was ultimately adopted at its second reading during the fifth Public Hearing on April 5, 2022.

To encourage more community engagement in the process, the City held three virtual workshops on January 13, 2022, January 29, 2022, and February 10, 2022, with simultaneous Spanish, Mandarin, Korean, and Vietnamese interpretations. The Community workshops provided an opportunity for participants to learn more about the redistricting process and provide their input on their communities of interest. The workshops also provided demonstrations on how to use the available mapping tools.

Additionally, the City reached out to Fullerton community members and civic-based organizations with redistricting emails, phone calls, social media posts, and flyers.

During the process, the public had the opportunity to draw district maps and submit feedback on communities of interest. Mapping tools were made available online and in-person at the City Clerk’s office. Throughout the public map-drawing period, Fullerton received 15 community-drawn proposed maps and communities of interest submissions. In addition to the maps submitted by the public, NDC produced four district maps.
