On November 6, 2012, Fullerton voters approved Measure X, which adopted Ordinance No. 3183 establishing the sale and use of Safe and Sane fireworks. City Council adopted Resolution No. 2016-11 on February 2, 2016, which established rules for the sale and use of Safe and Sane fireworks within the City of Fullerton.

  • Only on July 4, from 10 a.m. to 10 p.m.

When To Buy Fireworks

  • July 1: Noon to 10 p.m.
  • July 2: Noon to 10 p.m.
  • July 3: Noon to 10 p.m.
  • July 4: 10 a.m. to 9 p.m.

When Buying Fireworks

The City allows qualified nonprofits the chance to raise money from the sales of fireworks.

Where To Use Fireworks

On private property 10 feet or more away from houses, garages, buildings or structures. The discharge of fireworks shall not be permitted on private property without the property owner or occupant’s permission.

Where NOT To Use Fireworks

  • On public properties, including, but not limited to, parks, sidewalks, streets, and alleys.
  • In areas within the Very High and High Fire Hazard Severity Zones as designated by the California Department of Forestry and Fire Protection. These areas are generally known as the Brea Dam Recreational areas and the Coyote Hills areas.
  • Underneath any tree or combustible structure.

Reporting Illegal Fireworks

  • The Fullerton Police and Fire Departments will be out this 4th of July to curb the use of illegal fireworks in Fullerton. A team of six police officers will be designated to respond specifically to fireworks calls. Both uniformed and plainclothes officers will be patrolling the City to help deter the use of illegal fireworks. Other officers, if not assigned to priority calls, will also be responding to 4th of July complaints.
  • Police officers are dispatched based on the priority or nature of the call. Emergency "in progress" calls will experience a faster police response time. In general, officers can only enforce illegal fireworks violations they personally observe.
  • To support the Police Department’s efforts in suppressing the use of illegal fireworks, you can report problem locations now. Report the exact location of illegal fireworks use, sales, and suspicious activity at (714) 738-6716. Please do not call 911 unless there is an actual police, fire or medical emergency.

Firework Safety Tips

  • Only Safe and Sane fireworks are permitted in Fullerton.
  • Use allowed only on July 4th between the hours of 10am and 10pm.
  • Never allow young children to play with or ignite fireworks.
  • Minimum age to buy and use Safe and Sane fireworks is 16 years.
  • Use only on private property with permission (no parks, schools, etc.).
  • The use of fireworks should always be supervised by adults.
  • Never have any portion of your body directly over any firework device when lighting the fuse.
  • Light one item at a time.
  • Move back to a safe distance immediately after lighting.
  • Never try to re-light or pick up fireworks that have not fully functioned.
  • Never throw fireworks or point them at another person.
  • Keep a bucket of water or a garden hose handy in case of fire or other mishap.
  • Never carry fireworks in a pocket or shoot them off in metal or glass containers.
  • After fireworks fully complete their functioning, douse the spent device with plenty of water from a bucket or hose before discarding to prevent a trash fire.
  • If an item does not light easily, or if it lights but seems to fizzle, stand back and do not handle for 30 minutes.
  • Fireworks are prohibited to be sold or used in the High Fire Severity Zones (see map).
