Business Permits

The Permit Technician is responsible for issuing Police Department permits for the below list: (All permits are valid for one year, except Massage permits which are valid for two years)

  • Massage Technicians/Owners
  • Bingo
  • Escort Business/Employees
  • Live entertainment
  • Peddlers
  • Solicitors
  • Poolrooms and Amusements
  • Firearms Dealers/Sellers
  • Public Dances
  • Exotic Dancer
  • Pawn Broker
  • Second Hand Dealer

Permits are issued Monday – Thursday by appointment only. Please contact Police Department Permits at 714-738-5311 to schedule an appointment with Police Services Representative R. Herrera.

You must present valid identification and a social security card. At this time, your picture will be taken and a "livescan" fingerprint appointment will be scheduled. Do Not sign the application until instructed to do so when it is turned in. Applicants will be required to have a valid business license. All fees are paid at Fullerton City Hall.

Massage Permit Information

To be eligible to apply for a massage technician permit, you must:

1. Be State Certified through California Massage Therapy Council (CAMTC). The certificate will be verified. You are then subject to a business registration fee in most cases. 

OR

2. Have a minimum of 500 hours at a State – Certified School and be Nationally Certified.

3. Bring originals so that copies will be made for your application file.

To open a new massage business, you must first check with the Planning office (714)738-5311. There are numerous City Codes applicable to this type of business. Please check the Municipal Code on the website. Before you are allowed to open, you must be approved by the Zoning and Building Departments AND subject to inspection by the Police Department, Fire Department and the Orange County Health Department. The business may NOT be open prior to this entire process being completed.

To be eligible to apply for a massage business permit, you must: 

1. Pass a Fullerton Municipal Code and First Aid/CPR test with a minimum of 70% score.

2. Have secured a place of employment prior to applying for the permit.

3. The Municipal Code is available to study on-line OR you may purchase a copy in the City Clerk’s Office at City Hall
