How are Cross-Connections Prevented?

To prevent potential backflow problems, the City of Fullerton maintains a progressive cross-connection program, which includes site surveys and annual backflow tests. Cross-connections are most commonly prevented with the installation and maintenance of backflow prevention assemblies. Backflow devices are typically required to be installed after the industrial, commercial and sometimes residential water meter to protect the water system from potential contamination. The City currently has a total of 4,000 backflow devices installed to protect the public water system.

In addition, each property owner having an existing backflow device receives an annual reminder letter (with backflow test report forms) from the City of Fullerton to have each backflow device tested and certified to be in proper working condition. These tests shall be at the expense of the water user and shall only be conducted by competent testers certified by the County of Orange Health Care Agency.
