Rent, Housing, and Tax Relief Guidance

California COVID-19 Rent Relief

The CA COVID-19 Rent Relief program provides financial assistance for rent and utilities to income-eligible California renters and their landlords who have been impacted by COVID-19. Both renters and landlords can apply for assistance. For additional assistance, call 833-430-2122.

Commercial and Residential Eviction Moratorium
The Fullerton City Council voted to pass an eviction moratorium ordinance in response to the pandemic emergency related to the spread of COVID-19. The moratorium includes both residential and commercial tenants with a 180-day deferral period. Please see the following FAQ sheet for more detail. The City has also provided a checklist and sample letter to assist tenants in complying with the moratorium ordinance requirements. California 90-Day Mortgage Payment Relief
For those economically impacted by COVID-19, you may be eligible for a 90-day grace period to make mortgage payments. More information on mortgage relief.

Coronavirus Tax Relief
The IRS has established a special section focused on steps to help taxpayers, businesses and others affected by the coronavirus. The deadlines to file and pay federal income taxes are extended to July 15, 2020.

Have you lost your job due to the COVID-19 pandemic? OnwardCA offers a one-stop resource for those who have lost their jobs to connect with resources for life essentials (such as food, shelter, child care etc.), skill training, and job searching.

Statewide Resources

Disability Insurance
An individual unable to work due to medical quarantine or illness related to COVID-19 may qualify for disability insurance.

Paid Family Leave
An individual unable to work because the person is caring for an ill or quarantined family member with COVID-19 may qualify for paid family leave.

Paid Sick Leave
If an individual or an individual's family member is sick or undergoing preventative care when civil authorities recommend quarantine may be eligible for paid sick leave.

Unemployment Insurance
An individual who has lost a job or had hours reduced for reasons related to COVID-19 may qualify for unemployment insurance.

Worker's Compensation
An individual unable to perform usual job duties after contracting COVID-19 at work may be eligible for worker's compensation benefits.

Utility & Internet Resources

Internet Assistance
Charter will offer free Spectrum broadband and Wi-Fi access for 60 days to households with K-12 and/or college students who do not already have a Spectrum broadband subscription and at any service level up to 100 Mbps. To enroll call 1-844-488-8395. Installation fees will be waived for new student households. ***Families will need to remember to cancel the service after 60 days or they will be charged.

Electricity Bill Assistance Programs
Southern California Edison: SCE is temporarily suspending service disconnections and waiving late fees by request. If you have lost your job recently or your income has changed due to COVID-19, you may also qualify for a reduced energy rate.

Community Action Partnership Orange County
Low-Income Home Energy Assistance Program (LIHEAP) to assist low-income households that pay a high portion of their income to meet their energy needs.

Natural Gas Bill Assistance
SoCal Gas has suspended service disconnections until further notice. If your household income has recently changed, you may qualify for 20% off your natural gas bill. Apply online today.

Food Resources

Stay Home. Save Lives. Check-In
Governor Newsom launched a campaign to protect the health and well-being of older Californians during the COVID-19 pandemic. Newsom urges Californians to help combat social isolation and food insecurity among Californians who are over the age of 65.

COVID-19 Emergency Allotment for CalFresh Recipients
For CalFresh recipients, an Emergency Allotment (EA) will be issued on Electronic Benefit Transfer Cards (EBT) on May 10th for any household that received CalFresh in the month of April. The amount of the EA will vary by household and maybe even by month. For questions on CalFresh, please call 1-877-547-FOOD (3663) or to apply visit getcalfresh.org.

Orange County Office of Aging Call Center
Information and Assistance staff are available to take calls at 1-800-510-2020 during the following hours of operation: Monday - Friday from 8 am to 8 pm. The Call Center is staffed and operated by caring, skilled, bilingual and bi-cultural information assistance professionals who can assess situations and offer resources tailored to meet individual needs. The Call Center has translation in over 240 languages.

Mental Health Support

During the COVID-19 crisis, we are faced with disruption in our lives, disappointment, uncertainty, isolation, financial worries and concern for our health the health of our loved ones. This can especially impact individuals and families living with a behavioral health condition. Services are available to you to assist in coping with the emerging stresses that are impacting our lives.

Fear and anxiety about a disease can be overwhelming and cause strong emotions in adults and children.

OC WarmLine
The WarmLine provides confidential 7-day a week telephone support service for anyone who has concerns about mental health, substance use, is lonely or confused, or who needs information about available mental health services. Phone is 877-910-WARM (6412) a live chat is also available at namioc.org

Suicide Prevention Hotline
Suicide Prevention Hotline provides toll-free, 24-hour, immediate, over-the-phone suicide prevention services to anyone who is in crisis experiencing suicidal thoughts. If you or any loved ones are thinking about suicide, call the National Suicide Prevention Lifeline at 800-273-TALK (8255).

Family First Coronavirus Response Act (FFCRA)

While the full legislative package includes many provisions, including free coronavirus testing, food assistance, and medical services budget increases, some aspects apply to businesses and employees. Changes include requiring some employers to provide paid sick leave, paid family and medical leave along with tax credits for the paid leave, and expansion of unemployment insurance. These provisions apply to only businesses with fewer than 500 employees. If a business has fewer than 50 employees, exemptions may apply.

The Family First Coronavirus Response ActOn April 1, 2020, the U.S. Department of Labor announced new action regarding how American workers and employers will benefit from the protections and relief offered by the Emergency Paid Sick Leave Act and Emergency Family and Medical Leave Expansion Act, both part of the Families First Coronavirus Response Act (FFCRA). The Department’s Wage and Hour Division (WHD) posted a temporary rule issuing regulations pursuant to this new law, effective April 1, 2020. For more information, see DOL.gov.

FFCRA will help the United States combat and defeat COVID-19 by reimbursing American private employers that have fewer than 500 employees with tax credits for the cost of providing employees with paid leave taken for specified reasons related to COVID-19. The legislation will ensure that workers are not forced to choose between their paychecks and the public health measures needed to combat the virus, while at the same time reimbursing businesses.
