The California Building Standards Code requires written documentation to the Building Official demonstrating the competence and relevant experience or training of the special inspectors who will perform the special inspections and tests during construction.  Experience or training will be considered to be relevant where the documented experience or training is related in complexity to the same type of special inspection or testing activities for projects of similar complexity and material qualities.  

As such, the City of Fullerton administers a Special Inspector registration program where such experience and training can be demonstrated prior to the start of construction.

Requirements for special Inspector applicants will be: relevant certification from I.C.C., A.W.S., A.C.I., City of Los Angeles or other documentation approved by the Building Official and a completed application.
