The City Clerk serves as Clerk of the Council, administers municipal elections; is the filing officer for campaign and economic interest statements required by the Political Reform Act; and is the custodian of the City seal. The City Clerk's Office is the records center for official actions of the City Council and the Successor Agency to the Fullerton Redevelopment Agency and is responsible for related agendas, minutes and public hearing notices. In addition, the Office receives claims and legal actions against the City, oversees the City's Records Management Program; maintains the Municipal Code, maintains registration / ownership certificates for City vehicles, attests and notarizes City documents and interacts with the City Council, City Staff and the general public on all related matters. The position of City Clerk is appointed and operates under statutory provisions of the California Government Code, the Elections Code and City ordinances and policies. The City Clerk's Office is a division of the City Manager's Office.

Lucinda WilliamsLucinda Williams is the City Clerk for the City of Fullerton and oversees the City Clerk’s Office. Lucinda has earned the Master Municipal Clerk designation from the International Institute of City Clerks. The City Clerk’s Office conducts the functions and duties prescribed by state law for general law cities and set forth in the Fullerton Municipal Code. Major functions and duties of this office include: preparation of agendas and minutes, conduct municipal elections, maintain the City Council’s legislative history, manage the Citywide records management program, accept public records requests, coordinate board, commission and committee recruitment, coordinate safe and sane fireworks sales lottery, maintain and publish the Fullerton Municipal Code, ensure compliance with various regulations including the California Brown Act and Public Records Act, receive claims and other legal document service, serve as Filing Officer for campaign statements and conflict of interest filings, administer Oaths of Office, certify copies of official City records, act as custodian of the Fullerton city seal.

Copies of the City Council agenda and supporting agenda letters are available:

  • At City Clerk's Office (1st floor of City Hall)
    • Starting at 5:00 p.m. on the Thursday before the meeting.
  • From the City's website
    • By 10:00 a.m. the Friday before the meeting.
  • In the Reference section of the Fullerton Main Library (next door to City Hall)
    • On the alternate Fridays that the City Hall is closed and on every Saturday prior to a meeting.
