Solar PanelsCalifornia has become the first state in the country to mandate a standardized procedure for solar permitting. On September 15, 2015, the Fullerton City Council adopted a simplified procedure for certain types of residential solar systems. A streamlined permitting process greatly benefits homeowners with shorter wait times between contract signing, installation, inspection, and saving on their first month's electricity bill.

Starting October 1, 2015, applicants may begin to use the process outlined below to obtain permits for solar installations.

This new streamlined process begins by first determining the type of solar installation you are interested in (photovoltaic, solar water heater, solar pool heater). The next steps are:

  1. Select the eligibility checklist for that system (listed below).

  2. If your project meets the eligibility requirements for streamlined permitting (based on the checklist), download the corresponding submittal criteria and standard plans (below).

  3. Fill out the applicable applications based on your project type.

  4. Apply for the qualifying Expedited Solar PV Permit through our Customer Self Service Portal at EasyDev.

  5. Once the City's review of the applications is complete, you will be notified by the City when your permits are ready.

  6. Come to City Hall to pay for and pick up your solar permits.

  7. Be Sure to Attach Plans to your application before submittal.
