Draw a Map

The City encourages community members to draw and submit maps using the paper map kit (option 1 ), the paper map kit with corresponding Excel spreadsheet to calculate population totals (option 2 ) and/or the online mapping tools (option 3 and 4 ).

Redistricting Map Drawing Tools

1.  Paper-only maps

  • Public Participation Kit - Paper Map with Population Count (in  English, Spanish) .
  • Alternatively, submit any form of hand-drawn map that identifies street names.

2. Paper maps with Microsoft Excel spreadsheet to calculate population totals. 

  • Public Participation Kit - Paper Map with Population Unit Numbers (English, Spanish).
  • Public Participation Kit - Excel Spreadsheet (English, Spanish).

3. Dave's Redistricting App (DRA) allows members of the community to create and submit proposed district maps.

Community members need to    register for an account in order to create maps using DRA (link below). 

Once users have created an account and logged in, users can access the two templates below, and start with either a blank map or with current  districts.  Once the template has loaded, just click the paintbrush icon to "make an editable copy of this map."    Users can also log in and access a list of all their draft maps.  

Be sure to send the URL/link to your DRA map(s) to districtelections@cityoffullerton.com to submit your map for consideration.

About DRA

DRA 2020 is a web app to create, view, analyze and share redistricting maps for all 50 states and the District of Columbia. DRA 2020 includes demographic data from the 2020 and 2010 censuses, 2019 and 2018 Five-Year ACS/CVAP estimates and extensive election data. You can use NDC’s city map templates to start new maps. DRA 2020 also includes a rich set of analytics, including measures of proportionality, competitiveness, minority representation, compactness and splitting. 4. Community Members can use Caliper's Maptitude Online Redistricting  mapping tool to draw maps by census block and submit maps electronically.

If you would like to submit a map created using your own software, please email the map to districtelections@cityoffullerton.com and include 1) GIS shapfile and/or a Census Block equivalency file (using 2020 Census Blocks) and 2) a description of the choices and key points of your map.

Submit all maps to districtelections@cityoffullerton.com.  Demographic consultants will generate the population and other demographic details for your proposed map.  The public can view submitted maps on the Draft Maps page. 

It is helpful if you submit written comments with your map describing how you drew your to meet the required criteria.  For example, describe the specific neighborhoods or communities of interest your map kept within a single district.
