The Administrative Services Department is responsible for providing full fiscal transparency and financial accountability to the City Council, City Manager, and citizens of Fullerton with the delivery of accurate and timely financial reporting in accordance with state and federal laws.

Through its four divisions of Administration, Fiscal Services, Budget & Purchasing, and Revenue and Utility Services; the Department manages the City's finances, including accounts payable, accounts receivable, payroll, procurement of goods & services, investments, and cash management & receipts and provides financial support to all departments.

Ellis Chang, Director of Administrative Services

As the Director of Administrative Services, Ellis assumes full management responsibilities of the City’s financial activities and operations and oversees the department’s 31 employees. Primary responsibilities include oversight of the City’s: general accounting system, budget administration, financial reporting, purchasing program, treasury & cash management, debt management, business registration, and utility services billing and payment processing.

In addition, Ellis is responsible for providing accurate, timely and transparent financial reporting to the City Council, City Manager and citizens of Fullerton. Significant reports generated are the annual City Budget document, Annual Comprehensive Financial Report (ACFR), quarterly financial reports, and quarterly treasury reports.
