The Paramedic Subscription Program is an optional membership program that offers enrolled eligible households, businesses, and non-resident students the ability to pay a $46.00 annual fee to reduce the risks of incurring out-of-pocket expenses for eligible EMS/Paramedic services provided by the City.

Q: What does the Program cover?

A: The Paramedic Subscription Program covers all out-of-pocket expenses stemming from the First Responder Fee and Advanced Life Support Escort Fee. Membership covers unlimited service visits throughout the year for you and your entire household, available 24/7 anywhere within the City of Fullerton.

If Emergency Medical Services are provided, your insurance will be billed. Any denied insurance claims, unmet deductibles, or co-pays are covered by this program ensuring that you have no out-of-pocket expenses.

Q: What are the fees for these eligible Emergency Medical Services?

A: From July 1, 2024, to June 30, 2025:

• First Responder Fee – $287.00
• Advanced Life Support Escort Fee – $484.00 (Paramedic Assessment, Treatment, and Hospital Escort)

These fees are charged on a per-response basis for a maximum total of $771.00 for each service visit. Please refer to this page for fees prior to July 1, 2024.

Q: How does the Paramedic Subscription Program work if I have Medicare, Medi-Cal, or both?

A: Residents with Medicare coverage are eligible for Program membership. Please consult with your Medicare representative for specific details.

A household is ineligible for program membership if all household members have Medi-Cal coverage or a dual Medicare + Medi-Cal health plan.

Q: How does the Paramedic Subscription Program work if I don’t have medical insurance?

A: Membership is not a substitute for medical insurance. That being said, the Program will cover the full amount of the First Responder Fee and the ALS Escort Fee.
