The goal and focus of the Community Services Bureau (CSB) is to establish and maintain a partnership with the community. The Bureau implements many programs including School Resource Officers, School Liaison Officer, Community Liaison Officers, Police Explorers, Retired Senior Volunteer Patrol (RSVP), Neighborhood Watch, and the Citizen’s Police Academy to name a few. 



School Resource Officers:

Three School Resource Officers (SRO’s), work out of our Bureau. The Officers work in partnership with School Administrators and teachers to maintain clear communication in matters of mutual interest. The SRO is primarily responsible for School Safety and crime prevention through education. The SRO often acts as a counselor and mentor to students and frequently teaches law enforcement related topics in the schools. In addition to the educational aspect of this position, the SRO also handles issues of a criminal matter and criminal investigations when crimes occur in and around the schools. 

Our SROs are assigned at the three main high schools and also handle incidents at our junior high schools as needed. Fullerton Police Department currently has three School Resource Officers:

School Liaison Officer:

The  School Liaison Officer (SLO) will be assigned to our elementary and junior high schools for the 2023-2024 school year. The SLO position will operate within our Community Services Bureau and will have similar duties to those of the High School Resource Officer position but focused on schools within the Fullerton School District. Those duties will include, but are not limited to, serving as a School Liaison Officer, Explorer Advisor, assist with various community events and public speaking engagements

Community Liaison Officer (CLO)

The Community Services Bureau has a Community Liaison Officer that works to make the City a better place to live. The CLO works with community groups, including our Spanish-speaking communities to build a bridge of trust between community members and the Police Department. By working together, we can reach our goal of enhancing the quality of life for all Fullerton residents. Our Community Liaison Officer also works in the schools, addressing issues that may originate in the home, but affect the learning environment as well. The CLO will often work with families, empowering them to resolve issues that range from domestic violence, gangs, and drugs. CLO  also oversees the Neighborhood Watch Program and Citizen's Academy.

Retired Senior Volunteer Patrol (RSVP)

Our RSVP “Romeo Units” are staples around our city, including the Thursday Farmers’ Market in the Spring, and helping out in any way they can throughout the Department. Whether working in Records or Traffic helping with data input, or checking on the homes of residents on vacation, they can always be relied upon. Our volunteers give up their nights and weekends, responding when the Department requests assistance with sudden road closures or other incidents that might otherwise tie up sworn officers. 
In 2015, the Fullerton Police Department expanded the number of Retired Senior Volunteers to 31, and we are looking for more active seniors that would like to become involved in a rewarding assignment that is of great value to the City of Fullerton. Police Explorers

The Fullerton Police Explorers in Post 204 are a capable bunch of future police officers and community leaders. This group of 14-18 year old young men and women are a tremendous Department asset. Our Explorers are always learning and giving back to the community. 

The Explorer Post is coordinated under the watch of our Explorer Advisors, sworn officers who volunteer their time to work with and mold these young men and women, instilling the traits of good citizenship and leadership within the community. Chaplain Program

The Fullerton Police Department has eight Chaplains that are regularly called upon to provide spiritual guidance and support to members of the community, as well as members of the police department and their families. Our Chaplains work alongside our officers in the field, often offering guidance and support to distraught family members or individuals involved in traumatic experiences. They have a calming effect when in the field and provide a sense of compassion, which is greatly appreciated by all. 

Our Chaplains use their time to visit with police personnel in the hospital and are available for private counsel and other ministerial duties. Matters discussed with them remain confidential. Our Chaplains are also called upon to attend various ceremonies such as graduations, and swearing in ceremonies, leading the programs in a word of prayer.
