Homelessness has become a pressing issue in the Nation, State, Orange County and here in Fullerton. Given its multifaceted nature, the city continues to try to address the issue with various approaches, respecting the legal ramifications currently impacting what can and cannot be done. Through cooperation among city staff, volunteers, nonprofit and private organizations to address homelessness, Fullerton can make positive changes in the lives of the homeless, while also respecting the rights of home and business owners.

Recuperative Care and Navigation Center

Illumination Foundation Proposed Recuperative Care and Navigation Center at 3535 West Commonwealth Avenue

The City Council and community have provided clear direction to take action to address homeless issues in Fullerton. Nowhere is this action more needed than around Gilbert and Valencia Street where an encampment has formed over the last year. Due to Federal Court cases (Martin v. Boise) and the North Orange County Settlement Agreement, the City has been legally prohibited from enforcing restrictions on camping on public property. However, as a direct result of actions by the City including the safe parking program and support of the Illumination Foundation facility, the Federal Judge has authorized the City to begin a limited enforcement of the encampment at Gilbert and Valencia. Without these actions by the City and Illumination Foundation to provide alternative options for people experiencing homelessness, the City would not be able to take action on the encampment.

Regional Efforts to Address Homelessness

In an effort to comply with a Federal Mandate as well as a recent case law, Martin v. Boise (2018), the North Orange County Service Planning Area, comprised of the cities of Placentia, Anaheim, Brea, Buena Park, Cypress, Fullerton, La Habra, La Palma, Los Alamitos, Orange, Villa Park, Stanton, and Yorba Linda are collaborating on a regional approach to address homelessness in the North SPA.
